Title

Oral history interview with Anne Donahue

Description

Anne Donahue discusses the challenge of operating remotely faced by the Vermont legislature during the COVID-19 pandemic. She describes the process of developing rules for voting and explains how internet connection issues, limited bandwidth capacity for committee meetings, and other hurdles affected members. She also praises House Speaker Mitzi Johnson's leadership and speaks about the impact of not being able to interact with other members of the legislature in person, which she thought was particularly difficult for new members who had not already formed relationships with their colleagues.

Anne Donahue of Northfield, Vermont, joined the Vermont House of Representatives as a Republican member starting in 2003. During the COVID-19 pandemic, she was a member of the House Rules Committee and played a role in establishing the rules under which the Vermont legislature operated remotely.
